Twitter video to GIF
The hard part of this job is not the conversion, it is that X gives you no way to save the video. Get the file first, then convert it here with nothing uploaded, and size it to the limits X applies to GIFs.

Step one is acquisition, and every other page skips it
Search for this and you get converter pages that assume you already have an MP4 sitting on your desktop. You do not, because X has never shipped a download button, and that is the actual obstacle.

On iOS, the screen recorder is in Control Centre and records the whole screen including the post, so crop afterwards using the crop control on the panel above. On Android it is in the quick settings tray. On a desktop, the built in recorders are Win plus G on Windows and Shift Command 5 on a Mac. All of them produce a file that is far higher resolution than a GIF needs, which works in your favour.
X's own GIF rules, which nobody writes down
This is the paragraph missing from every page ranking for this search, and it is the one that decides whether your upload works.

That last row is worth sitting with. X converts every uploaded GIF into an MP4 for playback, so the GIF you carefully made is only ever an intermediate format. If the post is the only destination, upload a muted MP4 instead and skip the quality loss entirely. Make the GIF when it also has to go somewhere that requires one.
GIF still too big? Anything over four seconds at 480px will pass 5MB. Drop the finished file into the GIF compressor and pull it under a Discord, Slack or email limit without re-encoding from the source.
Settings that clear the web limit
Start at 480 pixels wide, 15fps, 128 colours, Sierra2 4a dithering, and keep the clip under four seconds. That combination lands around 2 to 3MB for typical footage, which is comfortably inside the 5MB web ceiling with room for a busier clip.
If it comes out over, cut the length first. Dropping from six seconds to three saves more than any quality setting on the panel, and a GIF of a reaction rarely needs the run-up.
What about the tools that take a URL?
They exist and some of them work. What they all have in common is a server that fetches the video on your behalf, which means the request comes from them rather than you, and the media ends up on someone else's machine. Several also cap at 30 seconds and insert a watermark.
This site does none of that, because there is no server to do it with. That is a real limitation and it is worth being straight about: if you want a paste-a-URL flow, this is not the page for it. What you get instead is no upload, no watermark, no cap and full control over the output.
X and GIF questions
How do I download a video from an X post?
X deliberately provides no download button, and the third party sites that offer one come and go. The routes that stay available are: your own posts, where you still have the file; a screen recording on your phone or desktop, which is what most people actually do; or asking the person who posted it. Anything that scrapes the media endpoint sits outside X's terms, so this page does not walk you through one.
Does X accept GIF uploads?
It accepts the upload and then transcodes it to MP4 behind the scenes, which is why GIFs on X loop like video and why a GIF you post does not come back out as a GIF. The practical consequence is that you are optimising for the upload limit, not for how it plays.
What are X's GIF limits?
15MB from the mobile apps and 5MB on the web, with a maximum of 1280x1080 pixels and a length of up to 60 seconds. The web limit is the one that catches people, because a GIF made at desktop settings routinely lands between 5 and 15MB and uploads fine from a phone but not from a browser.
Should I post a GIF or a muted video?
A muted MP4, in almost every case. X transcodes your GIF to MP4 anyway, so you are handing it a worse source and paying a size penalty for nothing. Make a GIF when you specifically need the file to be a GIF somewhere else as well.
Can I convert straight from a URL here?
No, and that is deliberate. Fetching a video from a URL requires a server to do the fetching, which means uploading your activity to us and stepping outside X's terms on your behalf. Everything on this site runs in your browser, so it works with a file you already have.
The video I recorded is at phone resolution. Is that a problem?
Not for a GIF. A screen recording of an X video is typically 1080p or better on a modern phone, and a GIF wants 480px. The downscale removes compression artefacts from the recording, so the GIF often looks cleaner than the recording did.
Why do the other pages for this search tell me to install software?
Because most of them are marketing pages for desktop video converters. Four of the seven results are software vendor blogs whose recommended answer is their own Windows application. Converting a three second clip does not need an installer.
